April 30th, 2019 will be the beginning of the end of ColdFusion 11. Core support for CF 11 is coming to an end. In the end your best bet is to read the descriptions on the Hotfix pages themselves. ColdFusion 11 has now begun its slippery slope into obscurity.

Finally Adobe has tried to remedy this with ColdFusion 10 and it's update process via the ColdFusion administrator. Keeping the servers updated has been an artform in itself. However when I looked at the permissions of it under the security tab of the file and its containing folders properties, the permissions was correct for my current user, administrator, trusted installer and system.

It is a bit confusing and in my opinion this has always been a shortcoming for ColdFusion by Adobe. In my instance, it was due to Windows Update being able to delete a file. Unfortunately they use that term Hotfix again, but also notice that it does not say Cumulative. Notice that they name these updates "Security update: Hotfix available for ColdFusion". That said, it’s still in your interest to review the technotes of the updates you’re skipping, to see important information that about those others you’re skipping. See this Hotfix for ColdFusion 9 for example APSB13-03 (this Hotfix is included in Cumulative Hotfix 4 by the way). You will get the benefits of all the skipped updates by applying the latest. However, Adobe also releases some Hotfixes that are not cumulative. For CF10, please make sure you apply the mandatory update before applying the latest patch. Meaning that each of those Hotfix versions contain all of the changes from the previous Hotfix(es). Microsoft also released Security Update for Windows 11 Insider build (Dev Channel) as well.

This is part of the second Tuesday patch release. Microsoft released the latest Security Updates patch KB5007215 for Windows 11.
Notice that the Hotfixes you mentioned, 1 - 2 - 3 and 4, are named Cumulative Hotfix 1, Cumulative Hotfix 2, Cumulative Hotfix 3 and Cumulative Hotfix 4. The latest Windows 11 21H2 Cumulative Update Patch KB5007215 (November LCU) is released. Or while helping them on their machines (in my consulting), I may see that their hf-updates folder shows multiple updates done the same day, one after another. I’m writing this to those who may report in passing (to me or on the forums or portal here) that they “have x updates of CF to do” for their machine, because they skipped some in the past.
